I liked the Church Times Leader -- it certainly appeared that the author's implied answer to the question in the title was, "No!"

So I gotta question for the pending Pastoral Council. If no actual reply is possible because the council does not yet exist, then what guidance in the following matters does Canterbury have to clearly offer?

What guidance and support does the Primatial Vicar and the Pastoral Council have to offer for Out, Partnered, and Parenting gay or lesbian families? What is their place in the various schemes of things - international, provincial, regional, diocesan, and local parish? What value do they have inside the church? What is their value outside the church? At minimum, clear answers need to be provided by the going institutional Anglican authorities before we who are that group, or who are significantly related to that group, know where we stand so we can make an informed response. Hope somebody is listening, then. Can we get a reply by the new Communique deadlines, please?
