Comments: Diocesan reorganisation referred to General Synod

We consult. You say 'no'. We do it anyway.
It wouldn't be the first time in the Church of England.

That seems an unfair and glib comment. No decision has been taken yet. Two of the three dioceses most concerned have agreed to the proposals and all that is happening now is that General Synod is being asked to consider it and the Wakefield representatives will be able to put forward their views. This seems pretty good consultation to me. You seem to imply that Wakefield should be able to veto the proposal. (NB I don't live in any of the three dioceses).
