Cynical people like me will be totally unsurprised that the dual-hatted priest at the centre of this shambles has been allowed to resign with no other sanctions. Situation normal in church affairs – sweep it all under the carpet & forget it ever happened.
Conspiracy theorists might suspect that he is privy to too many dirty church secrets to be punished in any way.

FYI: https://nation.cymru/news/senior-cleric-who-left-the-church-in-wales-under-a-cloud-lands-70k-job/

He didn’t stay in this job for long – I don’t know the reasons.

The ‘Westminster College’ appointment was a disaster since I do not consider they undertook due diligence.
