On 19 January, the Anglican Church in North America published Sexuality and Identity: A Pastoral Statement from the College of Bishops.
On 22 February there was a response from some individuals within ACNA in the form of a public letter addressed to “Dear Gay Anglicans”. Although this has been withdrawn by the originator as discussed here , you can read a copy of it here. This prompted a response on 23 February: Archbishop Beach writes to the Diocese of the South about the “Dear Gay Anglicans” open letter.
On 26 February, the Church of Nigeria (Anglican Communion) published a letter signed by Archbishop Henry Ndukuba, the Primate, which heavily criticises ACNA for the original pastoral statement. The Anglican Communion News Service has published a news article titled: Archbishop of Canterbury invites ecumenical observers to the Lambeth Conference. This reports that such invitations have gone to a much wider group of churches than at previous conferences.
It also says that:
In addition to leaders of Churches in Communion and ecumenical partners, representatives from Churches formed by people who left the Anglican Communion are also being invited to send observers. These churches – the Anglican Church of North America (ACNA), the Anglican Church of Brazil and the Reformed Evangelical Anglican Church of South Africa (REACH-SA) – are not formally part of the Anglican Communion but are recognised to different extents by some of the Communion’s provinces.
Yesterday I received a letter from Archbishop Justin just moments before the invitation was reported online. I read the online report first and was disappointed to see that the original “news” source had furthered a partisan, divisive, and false narrative by wrongly asserting that I left the Anglican Communion. I have never left the Anglican Communion, and have no intention of doing so.
I did transfer out of a revisionist body that had left the teaching of the Scriptures and the Anglican Communion and I became canonically resident in another province of the Anglican Communion. I have never left. For the Anglican Church in North America to be treated as mere “observers” is an insult to both our bishops, many of whom have made costly stands for the Gospel, and the majority of Anglicans around the world who have long stood with us as a province of the Anglican Communion.
Once I have had a chance to review this with our College of Bishops and the Primates Council of the Global Anglican Future Conference I will respond more fully.

US Supreme Court refuses to hear South Carolina Episcopal Church property case
Breakaway group vows to continue legal fight
The United States Supreme Court refused June 11 a petition by a group that broke away from the Episcopal Church in South Carolina asking it to review a state court ruling that said property, assets and most of the diocese’s parishes must be returned to the Episcopal Church and its recognized diocese, The Episcopal Church in South Carolina.
The petition for a writ of certiorari from a group that broke away from the Episcopal Church in South Carolina asked the court to consider “whether the ‘neutral principles of law’ approach to resolving church property disputes requires courts to recognize a trust on church property even if the alleged trust does not comply with the state’s ordinary trust and property law.”
The breakaway group said in its Feb. 13 petition that the majority of the South Carolina Supreme Court justices did not take the “neutral” approach.
The high court justices discussed the case (17.1136) during their June 7 conference and denied the request without comment on June 11…
The (ACNA-affiliated) Diocese of South Carolina has issued this press release:
Diocese’s Petition for Cert Denied by United States Supreme Court
…The Diocese of South Carolina will now return to our state courts, where the case has been remitted to the Dorchester Courthouse where it originated. An element of TEC‘s argument for the United States Supreme Court to deny our petition was the “fractured” nature of the South Carolina Supreme Court’s ruling. Constitutional issues aside, the Diocese believes the conflicted nature of the current State Supreme Court ruling is virtually unenforceable as written. Interpretation and implementation of that ruling, given its five separate opinions, with no unified legal theory even among the plurality of the court, means there are still significant questions to resolve.
The Diocese remains confident that the law and the facts of this case favor our congregations. We plan to continue to press both to their logical conclusion, even if that requires a second appearance before the South Carolina Supreme Court.
Statement by the Rt. Rev. Mark J. Lawrence, Diocesan Bishop: “While, obviously, we are disappointed that the Court did not review this case, our hope remains steadfast in our Heavenly Father. There are many unresolved legal questions which remain before the State Court as well as matters for prayerful discernment as we seek to carry out the mission to which we are called in Jesus Christ. We shall seek his guidance for both.”
… Today’s decision does not cause an immediate change in the physical control of the properties, according to Thomas S. Tisdale Jr., Chancellor of TECSC. It is now up to the state’s 1st Circuit Court of Common Pleas to execute the lower court’s decision.
TECSC and The Episcopal Church on May 8 asked the state court to place diocesan property and assets under control of TECSC‘s trustees, hand over ownership of property of the 28 affected parishes to The Episcopal Church and TECSC, and appoint a Special Master to oversee the transition.
The Episcopal Church has been hoping to engage with leaders of the breakaway group since the state Supreme Court ruling in August. Bishop Adams and other diocesan leaders have been seeking direct contact with people in the affected parishes, offering a “Frequently Asked Questions” publication and arranging individual meetings to work with those who want to remain in their home churches as Episcopalians.
Direct talks are even more important now that the Supreme Court has ruled, the Bishop said. “We invite people in each of the parishes affected by this decision to read the FAQ document and get in touch with me directly, so we can discover how best to work together for the good of the parish, the diocese and the whole Church,” Bishop Adams said…

The newly ordained priest was the Revd Peter Jackson, a pastor at Christ Church, in Walkley, an AMiE church plant in north-west Sheffield.
Those ordained deacon were Kenny Larsen, the associate pastor in Walkley; Jon Cawsey and Matthew Thompson, who together lead Christ Church, Stockport; Alistair Harper, from Grace Church, Bude (which has no website); Christopher Houghton, from Christ Church Central, in Sheffield; Martin Soole and Christopher Young, who are senior minister and student worker respectively at Trinity Church, Lancaster; and Robert Tearle, assistant minister at Trinity Church, Scarborough.
The Christian Today report of the ordinations notes that:
…A number of senior conservative Church of England figures played prominent roles in the service.
The move will be seen as provocative as it sets up Anglican Mission in England (AMiE) as a rival Anglican Church to the Church of England.
Canon Andy Lines was appointed GAFCON’s ‘missionary bishop’ within minutes of the Scottish Episcopal Church allowing gay marriage in church.
Several retired bishops attended the ceremony at East London Tabernacle Baptist Church and a number of active CofE clergy were also present. Before the service a CofE spokesman said any clergy who ‘participate actively’ in AMiE’s services would be breaking canon law.
Rev David Banting, a well known evangelical in the Church of England and vicar of St Peter’s Harold Wood in the Diocese of Chelmsford, joined in the laying on of hands of the new ordinands – a key part in the process of ordination.
It is not clear whether this amounted to breaking the Church’s canon laws.
In a move that is likely to increase tensions with Lambeth Palace, two senior conservative Anglican leaders, the Archbishop of Nigeria and the Archbishop of Uganda, sent a video message welcoming the move. Both figures boycotted a meeting of global Anglican leaders called by the Archbishop of Canterbury in October over deeply entrenched disagreements on gay marriage.
The laying on of hands is a key part of the Anglican ordination service.
Rev Rico Tice, senior minister at All Souls’ Langham Place, a large evangelical church in central London, preached the sermon.
Jane Patterson, a senior conservative member of the Church of England’s general synod, gave a reading and Susie Leafe, director of the evangelical grouping Reform and a member of the General Synod, said prayers.
Before the service a Church of England spokesman said: ‘It has come to our attention that Bishop Andy Lines, a Bishop in the Anglican Church in North America, will be carrying out some ordinations this week in a denomination calling itself the Anglican Mission in England.
‘For clarity, this group is not part of, nor affiliated with, the Church of England, nor is Bishop Lines’s parent denomination part of the Anglican Communion.
‘Under our canon law, Church of England clergy are unable to participate actively in the group’s services.
‘Our prayers are, of course, with all those seeking to proclaim Christ.’
We reported in August that the South Carolina Supreme Court had reached a decision on the legal dispute concerning who was the lawful owner of church properties in the diocese of South Carolina.
The ACNA-affiliated diocese subsequently filed an appeal against this decision.
Now the court has rejected those claims.

A complaint about the action of those bishops has now been raised by four other Australian bishops, and the primate has referred the issue to the Anglican Church of Australia Appellate Tribunal for a ruling.

We believe that this action raises fundamental questions of ecclesiology in respect of the Anglican Church of Australia. Failure to have the questions which arise from the actions of the Archbishop of Sydney, the Bishop of Tasmania, and the Bishop of North West Australia properly determined will mean that our fellowship in the college of Bishops will be gravely impaired.
We would therefore urge you to refer to the Appellate Tribunal pursuant to S.63(1) of the Constitution questions which arise both from the actions of our colleagues and the letter under reply.

ENS has this report by Mary Frances Schjonberg South Carolina Supreme Court issues ruling in church property case.
In a complex ruling Aug. 2 the South Carolina Supreme Court said that most but not all the Episcopal Diocese of South Carolina congregations whose leaders left the Episcopal Church could not continue to hold on to the church property.
The justices said 29 of the congregations specifically agreed to abide by the “Dennis Canon” (Canon 1.7.4), which states that a parish holds its property in trust for the diocese and the Episcopal Church. That agreement means they cannot retain church property. However, they said that eight congregations had not agreed to the canon and thus could keep those properties…

The ACNA-affiliated diocese reported the decision this way: South Carolina Supreme Court Releases Divided Opinion on Diocese of South Carolina and its Historic Property
…In a complicated ruling consisting of five separate opinions, the S.C. Supreme Court today ruled that parishes which had “acceded” to the national church’s ‘Dennis canon’ are subject to a trust interest on their property by the denomination. Eight congregations that had not so acceded were judged to have full rights to retain their property.
The dissenting justices expressed concern regarding the long term implications of this decision. Former Chief Justice Jean Toal stated that the court should have relied on “over three hundred years of settled trust and property law… I believe the effect of the majority’s decision is to strip a title owner of its property…” on the basis of actions that do not create a trust interest under South Carolina law. In concurring with Justice Toal, Justice Kittredge observed of other church properties where there is affiliation with a national organization, based on this ruling, “if you think your property ownership is secure, think again.”
This current litigation became necessary when TEC attempted to wrongly remove Bishop Lawrence, and the Diocese, in response, elected to disassociate from TEC. At that time a small group, of TEC loyalists who had been preparing for this attempted removal began an intentional campaign of using the Diocesan Seal and other service marks of the Diocese. They began to function as if they were the Diocese of South Carolina. To maintain its identity required that the Diocese defend that identity…
The bishop of the TEC-affiliated Diocese of South Carolina issued this pastoral letter:
Dear Friends in The Episcopal Church in South Carolina,
Please join me in giving thanks to God for the gift of grace given to us through the August 2 ruling of the State Supreme Court that was generally in our favor. I acknowledge the difficult work of the court justices in coming to this decision.
Many of you have worked faithfully and diligently in preparation for this day and have remained steadfast as disciples of Jesus through your many sacrifices. For every one of you I give thanks, as well as to many throughout the wider Episcopal Church who have remained in solidarity with us.
We will continue to study the decision as we prepare for the journey awaiting us, and we enter it knowing that God’s Spirit is with us and in us as the Body of Christ. I am aware that coming to this day has been painful for many, and some you of lost much along the way. In that same vein, please be aware that this decision is painful in a different way for others. I ask that you be measured in your response without undue celebration in the midst of your own gratefulness.
I call upon all of you to be in prayer for all the people of this diocese, including those in congregations who chose to align with the breakaway group. Many conversations will need to occur for which we have not yet had the opportunity, yet our God is a God of reconciliation and hope as shown forth in the living Christ. Healing is our desire, and we renew our commitment to the hard work of reconciliation in whatever form it can come. May we focus on the healing of division and the seeking of common ground for the good of all Episcopalians, but even more importantly, for the sake of the Good News of Jesus.
The TEC-affiliated diocese has published this: Diocesan leaders to review Supreme Court decision
Episcopal Church leaders from across eastern South Carolina will gather on Friday at Grace Church Cathedral to review the South Carolina Supreme Court ruling on church property and assets and consider the next steps toward resolving the division and confusion resulting from a breakaway group’s lawsuit against The Episcopal Church.
Bishop Skip Adams called the meeting on August 2, hours after the court issued the ruling. Friday’s meetings will include a joint gathering of the Standing Committee, Diocesan Council, and Trustees, three bodies of clergy and non-ordained elected leaders. Bishop Adams also has called a meeting for the leaders of nine congregations that organized as mission churches since the 2012 breakup left them without buildings where they could worship as Episcopalians.
Both gatherings will give local Episcopalians an opportunity to discuss the complex, 79-page court decision, which includes separate opinions written by all five Supreme Court justices who heard the case. The decision cannot be viewed as final until all possible steps toward an appeal have been resolved…

GAFCON has published its Chairman’s June 2017 letter by Archbishop Nicholas Okoh, Primate of Nigeria. He writes:
…On Thursday 8th June, the Scottish Episcopal Church (SEC) changed its teaching to allow men to be married to men and women to women. It followed the path already taken by the Episcopal Church of the United States (TEC) and the Anglican Church of Canada.
This attempt to redefine marriage is not a secondary issue about which we can agree to disagree and continue to walk together. It means that Jesus was mistaken when he taught that marriage was between a man and a woman and that sex outside of such a marriage is a sin. It is a radical rejection of the authority of Scripture. The Church claims that it can consecrate behaviour that God’s Word clearly teaches to be sinful. According to the Bible, this behaviour, without repentance, separates those who practice it from his kingdom.
Athanasius consecrated orthodox bishops in dioceses led by Arians because he knew that the apostolic faith itself was at stake. This was the principle guiding the interventions which led to the formation of the Anglican Church in North America in 2009 and it was affirmed by over three hundred bishops in assembly at Gafcon 2013 in Nairobi. It was therefore very appropriate that on the same day that the Scottish Episcopal Church formally turned aside from the historic Christian faith, Gafcon announced that Canon Andy Lines, already an internationally recognised missionary statesman, will be consecrated later this month as a Gafcon missionary bishop for Europe.
This is not a step we have taken lightly, but from the beginning Gafcon has been committed to standing with the marginalised. Requests for help from Scottish orthodox leaders to the Archbishop of Canterbury were turned down. Indeed, the Primus of the Scottish Episcopal Church told his General Synod last year that the Archbishop of Canterbury, had assured him that he would welcome the Scottish Church to the 2020 Lambeth Conference even if it chose to change its marriage canon to include same sex unions.
So now Gafcon stands ready to recognise and support orthodox Anglicans in Scotland and elsewhere in Europe as the drift away from apostolic faith and order continues. For reasons of mission and conscience, we can expect to find a growing number of orthodox Anglican congregations needing oversight outside traditional structures, as is already the case with the Anglican Mission in England.
The creation of a missionary bishop for Europe is an historic moment. It is a recognition that the era of European Christendom has passed and that in this 500th anniversary year of the Reformation, a new start is being made by building global partnerships for mission.

Dear Brothers and Sisters,
You will have received correspondence from Archbishop Glenn Davies and Bishop Richard Condie advising of their intention to participate in the consecration of a bishop for Europe in the Anglican Church in North America (ACNA), a church that is not a member of the Anglican Communion and is not in communion with the Anglican Church of Australia. That ordination will by now have taken place.
Each of our colleagues, according to their conscience, declares their intended participation to be an act of solidarity ‘with those who will act to protect the gospel of Christ’ or ‘who contend for the faith once for all delivered to the saints’ – an issue as to the Fundamental Declarations and Ruling Principles of our National Constitution (ss 1- 6). As you will have seen from that correspondence, I advised both bishops against this course of action…

Statement on marriage in Scottish Episcopal Church

Following the vote by the General Synod of the Scottish Episcopal Church to change to its canon on marriage to include same-sex couples, a spokesperson for the Church of England said:
“We note the decision of the General Synod of the Scottish Episcopal Church to amend its canon on marriage.
“This is a matter for the Scottish Episcopal Church.
“The Church of England is unable by law to marry couples of the same sex and the teaching of the Church of England remains unchanged.
“However this is a matter on which there is real and profound disagreement in the Church of England.
“We are seeking to find ways forward rooted in scripture and the Christian faith as we have received it and which values everyone, without exception, not as a ‘problem’ or an ‘issue’, but as a person loved and made in the image of God.”

…Following the vote, the Secretary General of the Anglican Communion, Archbishop Josiah Idowu-Fearon issued the following statement:
“The churches of the Anglican Communion are autonomous and free to make their own decisions on canon law. The Scottish Episcopal Church is one of 38, soon to be 39, provinces covering more than 165 countries around the world.
“Today’s decision by the SEC to approve changes to canon law on marriage is not a surprise, given the outcome of the vote at its Synod a year ago. There are differing views about same-sex marriage within the Anglican Communion but this puts the Scottish Episcopal Church at odds with the majority stance that marriage is the lifelong union of a man and a woman. This is a departure from the faith and teaching upheld by the overwhelming majority of Anglican provinces on the doctrine of marriage. The Anglican Communion’s position on human sexuality is set out very clearly in Resolution 1.10 agreed at the Lambeth conference of 1998 and will remain so unless it is revoked.
“As Secretary General, I want the churches within the Anglican Communion to remain committed to walking together in the love of Christ and to working out how we can maintain our unity and uphold the value of every individual in spite of deeply-held differences. It is important to stress the Communion’s strong opposition to the criminalisation of LGBTIQ+ people.
“The primates of the Communion will be meeting in Canterbury in October. I am sure today’s decision will be among the topics which will be prayerfully discussed. There will be no formal response to the SEC’s vote until the primates have met.”

Some Questions and Answers
Q: What does the change in canon law mean?
A: It removes the doctrinal clause which states that marriage is between a man and a woman.
Q: When will the changes come into force?
A: The changes come into force 40 days after the end of General Synod – in late July.
Q: Who will be affected?
A: This applies only to marriage within the Scottish Episcopal Church. The Church of Scotland – which is a separate entity – is also considering changing its laws on marriage but has not done so yet.
Q: What about the rest of the UK?
A: The Church of England, the Church in Wales and the Church of Ireland are the other Anglican churches within the UK. The canon law on marriage in all three is unchanged: none is able by [canon] law to marry couples of the same sex and their teaching is the same as before.
Q: Will any measures be taken against the Scottish Episcopal Church now?
A: The primates’ meeting in Canterbury in October will consider how the Anglican Communion should respond. No action will be taken before then.
Q: Isn’t this is a further sign that the Anglican Communion is bound to split?
A: There is a very strong desire within the Communion to remain together – there is so much that we hold in common. The Task Group, which was set up by the Archbishop of Canterbury last year, is dedicated to maintaining conversation between us and restoring relationships and trust where they have been damaged. That work will continue.
Q: What do you think of Gafcon’s plan to appoint a missionary bishop for Scotland
A: We note the planned appointment. We will not be commenting on it at this stage.
The Primus has responded to the ACO statement: Unity in diversity
In response to a statement from Archbishop Josiah Idowu-Fearon, Secretary General of the Anglican Communion (which can be read here), The Most Rev David Chillingworth, Bishop of St Andrews, Dunkeld & Dunblane and Primus of the Scottish Episcopal Church says:
“The Secretary General of the Anglican Communion has issued a statement commenting on Thursday’s decision by the General Synod of the Scottish Episcopal Church to amend its Canons to permit same-sex marriage. The statement recognises that the Provinces of the Anglican Communion can each take these decisions within their own life. But I think it is important that I should comment on some other aspects of what the statement says and their implications for the continuing life of the Anglican Communion.
“The classic understanding of the position of Provinces of the Anglican Communion is that they do indeed have autonomy. But that autonomy is exercised in tension with a balancing sensitivity to the interdependence of provinces within the Communion. We, in common with other provinces, did not feel that the Anglican Covenant could successfully meet this need. The statement implies that the Primates’ Meeting will now fulfil this role. But such a role is not within their remit or authority. For the Primates’ Meeting was called together originally by Archbishop Coggan for ‘leisurely thought, deep prayer and consultation’.
“Archbishop Josiah, who leads the Anglican Communion Secretariat, speaks of the ‘majority stance’ of the Communion. We are deeply aware that yesterday’s vote puts us at one end of a spectrum in the Communion. But many other provinces are in their own way and in their own time considering a variety of responses to issues of human sexuality. The Communion expresses a growing spectrum of diversity. In that context, reference to a ‘majority stance’ seems misplaced. It is part of the genius of the Anglican way that we express unity in diversity – as we have tried to do this week in Scotland.
“We of course also respect Resolution 1.10 of the Lambeth Conference of 1998. But it cannot be elevated into a binding statement of Communion policy. Lambeth Conference resolutions do not have that force. The view of marriage set out in Resolution 1.10 was passionately expressed in our Synod’s debate on Thursday. It is one of the views of marriage which we uphold and carry forward in our diversity.
“The Scottish Episcopal Church carries in its heart a deep commitment to the Anglican Communion. We have been enriched by our Communion membership and we have in return made a significant contribution to its life. I understand that some will feel that the decision which we have taken stresses the life of the Communion. The question is how best the unity of the Communion can be sustained. We look forward to being part of measured discussion within the Communion about how that can be achieved.”

Truro Anglican Church in Northern Virginia is a congregation of the Anglican Church in North America, within the Diocese of the Mid-Atlantic. The buildings in which it meets are the property of The Episcopal Church.
Truro recently announced the Truro Institute: A School of Peace and Reconciliation as a joint venture with the local Episcopal diocese.
In this Easter season of rebirth and renewal, Truro Anglican Church is pleased to announce a new ministry of peace making and reconciliation called the Truro Institute: A School of Peace and Reconciliation. The Institute represents the continued fulfillment of God’s work at Truro over many decades and is consistent with our congregational history and DNA. It is also the culmination of our outreach to and discussions with the Episcopal Diocese of Virginia with whom we are joining in this exciting initiative. Years after the costly litigation and sometimes on-going animosity with the EDV, we have arrived at a new era of community building and peacemaking.
This new ministry, formed by Truro Anglican, will have equal representation on its board from EDV and Truro, along with representation from the Dean of Coventry Cathedral and the Archbishop of Canterbury. The following is a quote from Archbishop Justin Welby, regarding this ministry:
“I am deeply moved by the establishment of the Peace Centre at Truro, not least because I have looked more closely at it in the days following the terrorism in Westminster, merely 400 yards from Lambeth Palace. The kingdom of God is proclaimed in practices that develop virtues. The Peace Centre will proclaim that reconciliation is the gospel, with God through Christ, but like the Temple in Ezekiel 47, releasing a flood of water that as a mighty river becomes the place of fruitfulness and healing for the nations. Thank you for your step of faith. We too will work with you as best we can.”
The ministry will work with seminarians and other young people to seed our respective denominations with a new generation of peace makers, by teaching them and letting them live into the challenging work of reconciliation. Just the fact of the joint involvement of EDV and Truro Anglican is a living testament to the work the Institute hopes to accomplish…

…As I noted in my Pastoral Address at January’s Annual Convention, members of the Diocese have spent the past three years building new ties of trust and friendship with the Truro ACNA congregation, which is leasing the Truro campus from the Diocese. Those efforts have helped to give birth to an Institute for Peace and Reconciliation at Truro. The governing board of this Institute will have equal representation from the Diocese and the Truro ACNA congregation.
The final pieces fell into place last week when the 18-member vestry of the Truro ACNA congregation voted unanimously to approve all documents related to the creation of the Institute. Our own Standing Committee already had given its consent to this proposal, subject to the final review of documents by our Chancellor and by me. All of this has now been accomplished.
Our agreement provides for an important three-year period of discernment. You will be hearing a lot more about our activities at Truro during this period, as both the Diocese and the ACNA congregation reflect and pray on whether we have successfully launched this important Institute. If both of us agree at the end of three years that we have succeeded, the congregation will be granted a 50-year lease to the property that the Diocese will continue to own. We in the Diocese will not only participate in the Institute, but also will have continued access to the property for office space, events and services to ensure a long-term Episcopal presence at Truro…

Q. Has an assessment been made of any implications of the appointment of the Revd Tory Baucum as one of Canterbury Cathedral’s Six Preachers from the point of view of the relationship between the Church of England and ACNA (with which the Church of England is not currently in communion)?
The Archbishop of Canterbury to reply as Chair of the House of Bishops:
A. Careful thought and assessment has certainly been given to the appointment of Dr Tory Baucum from the point of view of the relationship between the Church of England and ACNA and also the relationship with The Episcopal Church of course with which the Church of England is in communion, and for that matter with the relationship with the Anglican Church of Canada who feel implicated in this, and also by a number of other churches around the Communion, particularly in the group known as the Global South. An invitation to be a Six Preacher is a personal appointment of the Archbishop and has no implications in itself as to ecclesial relationships. However this particular appointment is of a person who has a distinguished ministry in reconciliation, which he exercises carefully in his context. There was consultation with a number of people and the appointment has been enthusiastically welcomed by the local bishop of The Episcopal Church, bishop, Shannon Johnston, the Bishop of Virginia.
Supplementary question from Canon Goddard:
… Could you just say what steps have been taken to ensure that this appointment is not taken to mean that clergy ordained in this country by overseas bishops, without the permission of the diocesan, are nevertheless recognised in the Church of England.
A. Thank you. I’m straying slightly onto thin ice here. It is true that permission would need to be given under the 1967 Measure, which is presumably what you are thinking about, in order for Tory to preach here. But it will not be breaking new ground, because Tory having been ordained in The Episcopal Church, the permission can be given under Section 1 of the Measure. That is, on the basis that he has been ordained by a bishop of a church in communion with the Church of England. It will not therefore be based upon the recognition and acceptance of the orders conferred by the ACNA.12 Comments
Lambeth Palace has announced: Archbishop appoints US priest as Canterbury preacher
Archbishop Justin hopes the Revd Dr Tory Baucum’s presence as one of Canterbury Cathedral’s Six Preachers will help promote ‘reconciliation and unity’
The Archbishop of Canterbury, the Most Revd Justin Welby, is delighted to announce the appointment of the Revd Dr Tory Baucum, Rector of Truro Church in Fairfax, Virginia, as one of the Six Preachers of Canterbury Cathedral.
Dr Baucum will be installed as one of the Six Preachers during Evensong at Canterbury Cathedral on 14 March. The Chapter of Canterbury Cathedral unanimously approved the nomination of Dr Baucum shortly before Christmas.
The College of Six Preachers was created by Archbishop Thomas Cranmer in 1541, forming part of his plans for a new foundation to replace the dissolved Priory. Canterbury was unique in this; no other cathedral had a group of preaching priests and was a reflection of Cranmer’s determination to give greater prominence to preaching. Today, the Six Preachers are called to preach on various occasions at Canterbury Cathedral, the Mother Church of the Anglican Communion. The preachers serve five-year terms, which can be renewed.
While Dr Baucum has extensive experience of preaching, evangelism and peace-making, his appointment is also recognition of his commitment to reconciliation, which is one of Archbishop Justin’s ministry priorities. Truro Church seceded from the Diocese of Virginia and the Episcopal Church in 2006 and subsequently became part of the Anglican Church in North America (ACNA).
When Dr Baucum became Rector in 2007, the church and the diocese were involved in litigation over property rights. Dr Baucum, a priest in ACNA, developed a close friendship with Episcopal Bishop of Virginia, the Rt Revd Shannon Johnston, and a settlement was subsequently reached.
Commenting on the appointment, Archbishop Justin said: “Tory is a fine scholar, an excellent preacher, and above all someone with a holistic approach to ministry. The close friendship he has forged with Bishop Shannon Johnston, despite their immensely different views, sets a pattern of reconciliation based on integrity and transparency. Such patterns of life are essential to the future of the Communion. I hope and pray that Tory’s presence as one of the Six Preachers will play a part in promoting reconciliation and unity among us.”
The Dean of Canterbury, the Very Revd Dr Robert Willis, said: “In recent times, the Six Preachers have become a significant and diverse group from across the whole Anglican Communion and fulfil a role of preaching and teaching from time to time in Canterbury. We look forward to welcoming Dr Baucum, whose particular gifts will enrich the group still further.”
Dr Baucum said: “I am deeply moved by the honour bestowed upon ACNA and especially the congregation of Truro Church in this appointment by Archbishop Welby to be a Six Preacher of Canterbury Cathedral. I am devoted to Archbishop Welby’s vision for the Anglican Communion and I hope this appointment might help, in some small way, translate that vision into reality.”
About the Revd Dr Tory Baucum
The Revd Dr Tory Baucum is the Rector of Truro Church in Fairfax, Virginia, a post he has held since 2007. He holds degrees from Trinity Episcopal School for Ministry and Asbury Theological Seminary. He also teaches at Virginia Theological Seminary. His areas of expertise include St Augustine, Wesley, homiletics, evangelism and contextual theology. He has ministered and taught in several Anglican provinces and theological colleges, including the Diocese of London, St Augustine’s in Lima Peru and Bishop Barham College in Kigezi, Uganda. Dr Baucum is Chairman of the Board of Fresh Expressions USA and a Board Member of Alpha-USA. He is married to Elizabeth and they have three teenage daughters.
Episcopal News Service reports: Court orders return of Newport Beach property to Los Angeles diocese
Orange County Superior Court Judge Kim G. Dunning today reaffirmed her May 1 final orders that property occupied by St. James Church, Newport Beach, is held in trust for the current and future ministry of the Diocese of Los Angeles and the wider Episcopal Church.
“All the church property acquired by and held in the name of St. James Parish is held in trust for the Episcopal Church and the diocese, which have the exclusive right to possession and dominion and control,” Judge Dunning ordered. “The diocese is entitled to enforce the trust in its favor and eject the current occupants.”
This is the fourth and final case involving congregations in which a majority of members, having voted to disaffiliate from the Diocese of Los Angeles and the Episcopal Church, sought to retain church property for themselves. In each instance, however, courts have ruled that the property rightfully belongs to the diocese and Episcopal Church…

We were very disturbed and saddened to read the news that legal proceedings against you by other Anglicans mean that you may soon be deprived of your property at St James and have to find alternative accommodation.
We wish first to assure you of our fellowship with you as you continue to take your stand on biblical and orthodox Anglican teaching. We share with you a passion to proclaim the gospel of our risen Lord Jesus Christ and affirm you in your faithful discipleship.
Although we have not experienced the depth of hostility that has led some people with responsibility in the Church of Christ to act in this way against you, we do want to assure you of our love, our prayers and our support. You are not alone: anyone who touches you, touches us.
This further evidence of continuing litigious acts against those whose only “wrongdoing” is to stand firm on biblical and orthodox Anglican teaching should convince all those in authority in the Churches of the Anglican Communion that your stance is the mark of authentic Christian discipleship and fellowship. The Archbishops of Canterbury and York have recognised the Orders of the Free Church of England under the Overseas and Other Clergy (Ministry and Ordination) Measure 1967. The Measure gives the Archbishops authority to determine whether the Orders of any Church are ‘recognised and accepted’ by the Church of England.
The recognition of the Orders of the Free Church of England follows approximately three years of contact between the bishops of the Free Church of England, the Council for Christian Unity and the Faith and Order Commission, which recommended that the Orders of the Free Church of England be recognised. That recommendation was subsequently endorsed by the Standing Committee of the House of Bishops…

Is the Free Church of England an Anglican Church?
The Free Church of England is required by its Constitution to ‘conform to the ancient laws and customs of the Church of England’. Our doctrinal basis, structures, organisation, worship, ministry and ethos are therefore recognisably ‘Anglican’. Anyone coming from an Anglican background would find much that was familiar to him or her – including the layout of our Churches, robes, churchwardens, church councils and the like. Our worship is that of the Book of Common Prayer or conservative modern-language forms that belong to the Anglican tradition.
The Free Church of England is not a member of the Anglican Communion – though the Provinces that make up the Communion are currently re-defining their relationships with each other and with the See of Canterbury. Since the 1870s the Free Church of England has been in full communion with the Reformed Episcopal Church in the United States and Canada. The REC is a full member of the recently-formed Anglican Church in North America. The fact that the ACNA has been recognised by some Provinces of the Anglican Communion means that the Free Church of England now stands in some degree of relationship with them, though the precise details have not yet been worked out.

We noted the communication of the House of Bishops of the Church of Nigeria (Anglican Communion) concerning the recent decision of the House of Bishops in the Church of England to allow those in civil partnerships to be eligible to serve as bishops. This impacts both the doctrine of marriage and that of episcopacy. The Nigerian bishops wrote:
When the Church of England failed to exercise its legal and moral right to opt out of the civil partnerships legislation in 2005 warnings were given in England and around the Anglican Communion that this was a first step towards the recognition and institutionalization of behaviour contrary to the plain teaching of scripture and reaffirmed for all Anglicans by the 1998 Lambeth Conference in its Resolution 1.10. Sadly those warnings were ignored and we now face the next step in a process that could very well shatter whatever hopes we had for healing and reconciliation within our beloved Communion….
As a House of Bishops, while we acknowledge that we all fall short of God’s call to holiness, we dare not compromise the clear teaching of our Lord on faithfulness within Holy Matrimony and chastity outside of it. Sadly we must also declare that if the Church of England continues in this contrary direction we must further separate ourselves from it and we are prepared to take the same actions as those prompted by the decisions of The Episcopal Church (USA) and the Anglican Church of Canada ten years ago.
The College agreed with the principle articulated in the Windsor Report that “what affects the communion of all should be decided by all.” The experience in North America has been that that the theological departures from historic Anglican norms have brought devastating consequences. The admonishment from the Nigerian Bishops will, if heeded, avoid further anguish.

With your permission sir, I will answer this and Mrs Ashworth’s question together.
The withdrawal from The Episcopal Church of most of the clergy and people of several dioceses, led by their bishops, after diocesan convention decisions, is a development novel in kind as well as in scale. Our North American sisters and brothers have been often involved in a litigious and sometimes acrimonious debate. We should try to remain on good terms with all parties and avoid inflaming matters further. Our response should be deliberate, and not hasty.
As the Archbishops noted in GS Misc 1011, the creation of the Anglican Church in North America raises questions of recognition of orders – ministry – as well as a relationship of communion. The former question is in some respects simpler, because the considerations are more objective, and it is also the more pressing, by reason of requests for transfer. Nevertheless there are some matters that require clarification before any decisions can be taken.
Clergy ordained in several churches with which we are not, or not yet, in communion are seeking permission to minister in the Church of England. The Council for Christian Unity has therefore established a small group to offer advice to the Archbishops through the Faith and Order Commission on the relevant issues. The question about the Anglican Church in North America’s orders (whether it is a church and whether its orders are such, whether they such that we can recognize) will be addressed in that context. This will necessarily involve direct ‘engagement with the Anglican Church in North America’ which was envisaged in the Archbishops General Synod miscellaneous paper that I have referred to, GS Misc 1011, and that will be the context for subsequent exploration of relationships between our churches.
On Saturday, a Special Diocesan Convention endorsed the South Carolina withdrawal from The Episcopal Church. The Bishop has stated that their position would be to remain within the Anglican Communion as an extra-provincial Diocese. The Episcopal Church on the other hand maintains that General Convention consent is necessary for any withdrawal. So the legal and indeed theological and ecclesiological position is extremely complicated. And it is absolutely not certain.
It has therefore not been possible to consider the consequences for our relationships at this immediate stage. And, in my view, any statement just at this point would be premature.

15. Where then do matters currently stand concerning ACNA on each of these
three issues, namely relations with the Church of England, relations with the
Anglican Communion and the ability of ACNA clergy to be authorised to
minister in the Church of England?
16. The Synod motion rightly began by referring to “the distress caused by recent
divisions within the Anglican churches of the United States of America and
Canada.” That distress, in which we share, is a continuing element in the
present situation and is likely to remain so for some considerable time.
17. Wounds are still fresh. Those who follow developments in North America
from some distance have a responsibility not to say or do anything which will
inflame an already difficult situation and make it harder for those directly
involved to manage the various challenges with which they are still grappling.
18. We would, therefore, encourage an open-ended engagement with ACNA on
the part of the Church of England and the Communion, while recognising that
the outcome is unlikely to be clear for some time yet, especially given the
strong feelings on all sides of the debate in North America.
19. The Church of England remains fully committed to the Anglican Communion
and to being in communion both with the Anglican Church of Canada and the
Episcopal Church (TEC). In addition, the Synod motion has given Church of
England affirmation to the desire of ACNA to remain in some sense within the
20. Among issues that will need to be explored in direct discussions between the
Church of England and ACNA are the canonical situation of the latter, its
relationship to other Churches of the Communion outside North America and
its attitude towards existing Anglican ecumenical agreements.
21. Where clergy from ACNA wish to come to England the position in relation to
their orders and their personal suitability for ministry here will be considered
by us on a case by case basis under the Overseas and Other Clergy (Ministry
and Ordination) Measure 1967.
